A representative number of samples of raw milk collected from milk production holdings taken by random sampling must be checked for compliance with criteria below. The checks may be carried out by, or on behalf of :
(a) the food business operator producing the milk;
(b) the food business operator collecting or processing the milk;
(c) a group of food business operators; or
(d) in the context of a national or regional control scheme.
Food business operators must initiate procedures to ensure that raw milk meets the following criteria:

(a) primary production for private domestic use;
(b) the domestic preparation, handling or storage of food for private domestic consumption;
